Pasaia is the working harbour immediately east of Donostia/San Sebastián, a drowned inlet split among four districts, including Pasai Donibane on the Jaizkibel side. Official Guía notes still point visitors to the tourist office in Casa Victor Hugo on Donibane kaia. The town remains a fishing and port place rather than a resort promenade. Visitors arrive from Donostia on the GI-3440 or by boat across the inlet. Jaizkibel rises behind Donibane as the same Natura 2000 hillside that continues toward Hondarribia.
There are 2 nudist beaches in Pasaia: Alabortza and Azabaratza. Guía de Playas records both as isolated pebble and rock coves on the Jaizkibel ZEC (ES2120017), reached on foot from the GI-3440, with Azabaratza marked as practised nudism and Alabortza as partial. Official tourism does not publish a separate fenced enclosure for either cove. They are small, steep and lightly used compared with Zurriola or the Hondarribia town beach. Wear shoes, stay on the signed access, and keep the harbour streets and Donibane waterfront as the family side of the visit.
